You don't get something for nothing? Yes it does cost to have health and safety in place however you have to see what it achieves and what happens if there is no health and safety in place.
The primary goal of health and safety is to keep people safe at work by having measures in place to protect them from harm. Some industries carry greater risk than others ie: a live construction site compared to a standard office!
If your company has 5 or more people then you will need a health and safety policy document and you will need to make an assessment of significant risks which could cause harm to people in your employment and those affected by your business operations.
In keeping people safe you reduce sickness, reduce downtime, increase productivity, and increase profit - it also boosts moral.
Driving a safety culture is from the top down, the CEO setting the tone - leading by example and following the rules on the shop floor and also listening to worker concerns!
